Our Leadership Team

Dr. Todd Ullah, Ed.D. — Executive Director

Dr. Ullah brings over two decades of K-12 systems leadership to EDforTech Alliance. He has served as a high school principal, Director of Science, and Director of Instructional Technology within the Los Angeles Unified School District, and later as a state account general manager at Pearson Education and Vice President at the National Education Foundation. He holds an Ed.D. in Educational Leadership from UCLA, alongside graduate and undergraduate degrees in curriculum & instruction and biological sciences. Dr. Ullah has testified before the U.S. House of Representatives on science education, served as an NSF grant panelist, and was recognized as Administrator of the Year by the Computer Science Teachers Association. He is also an adjunct professor of Leadership Studies at the University of San Diego.

Tamara Stephens — Director of Operations

Ms. Stephens leads day-to-day operations, stakeholder engagement, and client relationships across every ETA engagement. Before joining ETA, she spent a decade as K-12 Program Director at the National Education Foundation, building relationships with state officials, superintendents, and curriculum directors nationwide, and she has run her own public policy and program-development consulting firm since 2008. Her background in public policy, grant research and writing, and program development gives ETA’s operations a systems and policy lens that spans every service line, not just one subject area.

Dr. Anthony Betrus — Research & Evaluation Advisor (SUNY-Potsdam Partnership)

Dr. Betrus is a Professor of Instructional Design and Management at SUNY-Potsdam, where he also serves as Assistant Chair of the Business Administration department. He holds a Ph.D. in Instructional Systems Technology from Indiana University and has spent over two decades directing academic and workforce-development programs, including a long-running partnership with the National Education Foundation’s STEM+ Academies. Dr. Betrus leads ETA’s academic research and evaluation partnership, applying learning analytics and program-evaluation methods across every subject area we serve — not just STEM.

Dr. Joanne Jones Barnett — Instructional Leader and Curriculum & Instruction Specialist

Dr. Barnett provides instructional coaching and classroom observation for ETA’s literacy engagements, working directly with teachers and school leaders on classroom practice, formative assessment, and culturally responsive instruction. She has assisted districts across the country in literacy assessment, program implementation, coaching, and is an expert on virtual learning platforms and professional learning. She brings a wealth of school improvement knowledge and expertise.
